How to Compare House-Building Quotes in Panama
By Best House Ideas · November 7, 2026
External sources open in a new tab so you can keep your place.
Two contractors can quote for the same house and still be pricing different work. One proposal may cover the building alone. Another may include access, outside works or equipment. A lower price per square metre tells you little until those differences are clear.
The useful first step is a shared description of what you want built. Give each bidder the same drawing revision and specification, then ask them to identify exclusions rather than leave you to discover them later.
Agree on the area being priced
Ask for a schedule separating enclosed rooms, covered terraces, garages and other spaces. Record which areas enter the quoted total and how each is priced. Keep land area separate from building area.
If one proposal divides its price by enclosed floor area and another includes the terrace in its denominator, the two headline rates are not comparable. Ask both bidders to restate their proposals on the same basis. Do not create your own conversion factor for outside space; get the contractor's breakdown.
A tax valuation is not a contractor's quote
Official-looking numbers also need context. A San Carlos municipal document published in September 2025 explicitly labels its area-based schedule as a valuation table for calculating construction tax. It distinguishes several types of space. Those values should not be presented as current market construction prices for Panama or applied to another municipality without verification. [1]
Commercial cost guides are different again: they may be useful starting points, but their figures can reflect different locations, finishes and exclusions. Keep the underlying scope beside any number you record. [2]
Compare what each number means
| Information | What it describes | What it cannot establish by itself | Basis |
|---|---|---|---|
| Municipal construction-tax valuation | A stated administrative basis for a tax calculation in its jurisdiction | What your contractor will charge | San Carlos document, September 2025 [1] |
| Commercial construction-cost guide | A publisher's estimate under its stated assumptions | A binding price for your site and specification | Example guide and its scope discussion [2] |
| Your contractor's proposal | The price and terms offered for the stated scope | The cost of omitted or undefined work | The actual dated proposal, to be supplied |

This comparison concerns the purpose of the information, not a comparison of construction prices. No market-price estimate is supplied here.
Use one comparison sheet
For each proposal, record these fields side by side:
| Field | Proposal A | Proposal B |
|---|---|---|
| Contractor, date and quote validity | Not entered | Not entered |
| Drawing/specification revision | Not entered | Not entered |
| Enclosed area and covered external area, m² | Not entered | Not entered |
| Currency, tax treatment and payment terms | Not entered | Not entered |
| Site preparation, access and outside works | Not entered | Not entered |
| Structure, roof, windows and finishes | Not entered | Not entered |
| Electrical, plumbing, cooling and equipment | Not entered | Not entered |
| Transport, unloading and material storage | Not entered | Not entered |
| Allowances, exclusions and provisional items | Not entered | Not entered |
| Total and basis for any price-per-m² figure | Not entered | Not entered |
On a small screen, swipe the table horizontally to see every column.
This is a blank owner worksheet, not sample market data. Ask the bidder to explain every item marked excluded, provisional or unspecified. Agree how changes will be documented and priced before the work changes.
Finish with a clear scope, not just a low total
A useful comparison ends with the differences written down. You can then decide whether to change the design, align the specifications or choose a proposal for reasons beyond price. Have the appropriate local professionals review technical, contractual and permit questions.
